In order to open a chat with a User, you must first send a pre-registered text template Message.
Regular text Messages or media Messages (i.e., any non-Template Messages) can only be delivered on the 24 hours after last time User sent a Message to your business. A description of the query parameters is provided in the following sections:

The User has the opportunity to initiate a chat (WhatsApp User replies).
